I had been using Noteperformer with Sibelius, I think it does a good job of interpreting phrasing. Sounds are better than default Sibelius.

"The proprietor is a man named Carlos Cordero and he does all the singing. I sent him a Finale File and an MP3 and he uses those to come up with a price quote. Not sure if he works with other notation programs.
