one of the problems was that new members had to be manually approved and as for the best part of a year, no-one was moderating the site or approving potential new members, no-one new could come. And one or two decided to return elsewhere. For me the biggest problem was when the site was pulled the first time round-- before that it was quite an active community with a variety of interesting and diverse composers (and I haven't seem most of them anywhere else). Perhaps some of those might return.

That's precisely what I mean. It was in that state because the only owner/moderator had obviously gone MIA, maybe incapacitated or fallen ill or passed away without anyone else having the ability to take over the reins.
That's why I said we need a bus factor of > 1. Otherwise the same thing is bound to happen again.
