how do you get a "permanent" portable US phone number?

I think I saw something somewhere about the possibility of getting a "permanent" portable US land line phone number from any area code that you could move with you anywhere else in the US and get it to ring your land line?

Or was that just a cell phone thing?

Or am I just totally dreaming here?
